Although Ukrainian manufacturers have the ability to produce drones and electronic warfare (EW) systems, they have been unable to supply these items to the military due to the absence of government contracts. A crucial factor affecting production is the need for predictable and continuous procurement by state buyers. The lack of such contracts prevented the manufacturing and deploying essential military equipment to the frontline.
